Dr. Lightstone has over 50 years of experience with major environmental noise and vibration studies, as well as with architectural acoustics and noise and vibration control. Until retiring from the position in 2012, he was the examiner in acoustics for the Royal Architectural Institute of Canada for over 30 years; has participated several times as an invited lecturer at the Ministry of the Environment (MOE) course on Acoustics Technology in Land Use Planning and has been a member of several MOE technical committees dealing with environmental noise analysis, procedures, and formulation of guidelines (e.g., the ORNAMENT model).  Under contract to MOE, he was principal author of the updated environmental noise guideline issued by MOE (now MECP) as NPC‑300, dealing with environmental approvals, stationary sources, transportation sources and planning of new sensitive land uses.  As an expert witness in acoustics, he has appeared over 100 times before the Federal Court, Supreme Courts of Ontario and British Columbia, the Ontario Municipal Board, the Ontario Land Tribunal, the Ontario Environmental Assessment Board, as well as other tribunals.  He regularly assists with negotiating settlements and wording agreements, to avoid costly hearings and to reduce delays, in the land use approvals process. Dr. Lightstone has been involved with literally thousands of projects that have involved modelling of noise, impact assessment, mitigation design and ensuring that compliance is achieved with applicable environmental acoustics regulatory and approval policies, guidelines and criteria
